Rise Technology Systems Mission — The Engine of Cross-Sectoral and Next-Frontier High-Tech Growth

Mission Narrative

Uganda’s transition to a high-tech, high-value economy will be defined not only by sectoral advances, but by the technology systems that unlock entirely new capabilities, industries, and markets. Across the world, economic leadership is increasingly shaped by data platforms, intelligent systems, automation, digital infrastructure, and interoperable technologies that transcend traditional sector boundaries.

The RISE Technology Systems Mission is designed as Uganda’s national platform for system‑level innovation — serving both as the connective tissue across existing RISE sector missions and as the primary pathway for high-tech opportunities that do not fall neatly within any single sector.

This Mission brings together technology innovators, system architects, investors, regulators, and research institutions to design, deploy, and finance foundational technology systems that drive productivity, resilience, and competitiveness across the entire economy — while also seeding new industries, services, and business models.

Rather than focusing on isolated applications or tools, the RISE Technology Systems Mission advances national-scale, reusable, and investable systems — from digital public infrastructure and AI platforms to automation frameworks and data ecosystems — that can be deployed across multiple sectors or operate as standalone high-tech growth engines.

Participants selected into this Mission are onboarded into the RISE Technology Systems Pipeline, where cross-sector and next-frontier challenges are translated into validated system architectures and structured into investment-ready opportunities aligned with Uganda’s long‑term development priorities and the 10-fold growth strategy.

Mission Objective

To mobilize technology, capital, and policy stakeholders around the creation of system-scale, high-tech solutions that:

  • a) Enable and accelerate existing RISE sector pipelines; and
  • b) Catalyse new, standalone high-tech industries and services beyond current sector definitions.

Scope of the Technology Systems Mission

1. Cross-Sectoral Enablers

Technology systems that multiply value across multiple sectors, including:

  • a) AI, data platforms, and national analytics systems
  • b) Digital infrastructure and cloud/edge ecosystems
  • c) Automation, IoT, and sensor networks
  • d) Digital twins for assets, cities, and ecosystems
  • e) Interoperability, cybersecurity, and digital identity systems

2. Next-Frontier & Standalone High-Tech Domains

High-tech opportunity areas not yet covered by sector missions, such as:

  • a) GovTech and digital public services
  • b) HealthTech and bio-digital systems
  • c) EdTech and workforce intelligence platforms
  • d) Emerging manufacturing technologies and advanced materials

This dual scope ensures the Mission remains future-proof, adaptive, and expansive.

How This Mission Interacts with the RISE Ecosystem

  • Feeds sector pipelines where technology systems unlock scale, efficiency, and coordination.
  • Hosts independent pipelines for high-tech domains without an existing sector Mission.
  • Acts as the entry point for frontier technologies before they mature into standalone RISE Missions.
  • Anchors indigenous system-building capacity, not just technology adoption.

Key Outcomes of the Mission

Shared National Vision

Agreement on a high-tech, inclusive roadmap for cross-sectoral technology adoption and innovation across multiple sectors, enabling systemic transformation and alignment with Uganda’s 10-fold growth strategy.

Priority Project Pipeline

Identification of scalable, system-level technology-enabled projects with strong market demand, bankable risk profiles, and high economic, social, and innovation impact.

Early Financier Engagement

Mechanisms for financiers to participate upstream in shaping, structuring, and co-funding investment-ready, technology-driven projects across sectors.

Stakeholder Onboarding

Integration of developers, regulators, financiers, technology providers, and local innovators into the RISE Cross-Sectoral Technologies ecosystem, fostering collaboration and coordinated deployment of solutions.
